Clicking on Download Process Monitor brought up the options of opening or saving the zip file - opening brought up Application Not Found.

So you might see a slow down on any given day based on what gets released.
I'm rather surprised it's a noticeable difference. I could be wrong on a cause, but I was just throwing out an idea.
